What a California Home Care Organization license means

Since 2016, California requires a Home Care Organization (HCO) license from the Department of Social Services for agencies that employ caregivers to give non-medical help at home. Caregivers must be listed on the state's Home Care Aide Registry, with a background check and training. The license does not rate quality or price. Ask for rates, minimum hours and whether the agency, not the family, is the caregiver's employer.
