How we verify

Home Care License Index is compiled from public records, not from who paid to be listed.

Sources

• Texas HHSC: HCSSA directory — The Health and Human Services Commission directory of Home and Community Support Services Agencies with an active license, updated by HHSC (we use the 28 Sept 2026 file).
• California CDSS Community Care Licensing — The state's Care Facility Search for licensed Home Care Organizations.
• CHHS Open Data: Community Care Licensing Facilities — The open-data file of licensed facilities including Home Care Organizations (May 2025 extract).

Texas: we read the HHSC directory of agencies with an active HCSSA license and keep rows whose services include Personal Assistance Services (non-medical help with daily living) and whose status is Licensed. Agencies licensed only for home health or hospice are not included. Rows in any other status are left out, not described.

California: we read Home Care Organization (HCO) records from the CDSS Community Care Licensing open-data file and keep those with a status of Licensed and no closure date. The file is a May 2025 extract, so an HCO closed since then may still appear; the linked state record is current.

The State-licensed badge means only that the state roster lists a license. It says nothing about quality, price or complaints. Every profile links to the state's own lookup.

Years licensed are counted from the first license date in the record. Branch offices and alternate delivery sites in Texas appear as separate listings with their own license numbers. We show administrator names but never email addresses.

Order within a city: longest-licensed first, then alphabetical. Featured listings appear in a separate, labelled box and never change that order.

What a badge means

State-licensed: the state licensing roster (Texas HHSC or California CDSS) lists the agency with a licensed status. The badge means the license is listed; it is not a quality rating. We only publish positive matches. A listing without a badge is not an accusation — most gaps are name variations between registries.

Freshness

Data was last refreshed on 2026-09-30. Texas HHSC updates its directory regularly and California updates its file periodically; we re-load both regularly.
