Is home care the same as home health care?
No. Home care is non-medical help with daily living such as bathing, meals and company, and is usually paid privately. Home health is skilled nursing or therapy ordered by a doctor, and may be covered by Medicare when the patient qualifies. The licenses are different.
Does a state license mean an agency is good?
No. It means the agency is registered with the state and must follow its rules, including caregiver screening. It is not a quality rating. Ask about rates, minimum hours and how caregivers are employed and supervised.
Does Medicare pay for non-medical home care?
Generally no. Medicare covers part-time skilled home health for eligible patients, and does not cover 24-hour care or personal care or homemaker services when that is the only care needed. Families usually pay privately, use long-term care insurance or veterans benefits, or qualify for a Medicaid or county program.
How do I check a license number?
In Texas, use the HHSC TULIP provider search. In California, use the CDSS Care Facility Search. Each listing here shows the license number and links to the state source.
What if I have a complaint about an agency?
Contact the licensing agency: Texas HHSC or California Community Care Licensing. If someone is in danger, call 911. Adult Protective Services investigates abuse or neglect of older adults.
